Rafiki’s Bakora Staff fits best in Emerald decks that value hand filtering and incremental utility—especially midrange or tempo builds that want to smooth draws, trigger discard synergies, or chip in the last point of damage. The repeatable loot effect (“draw, then discard”) is useful for digging to key cards, fueling graveyard-based effects, or pitching uninkables, making it decent in Emerald/Steel or Emerald/Amethyst lists that care about hand sculpting.
